I just have the URL of the pdf which i want the user to click and then view it.

I’ve used the PDF Renderer plugin in a Hololens app. You can find it here: Unity Asset Store - The Best Assets for Game Making
As far as any free options, I am not aware of any. This works but you’ll need to wire up UI to switch pages and render out the PDF and put it in an Image.
Why are you trying to view 2d content on a 3d platform?
our application requires so. Why we need because user have some data on server which user should be able to see.
