Is it possible (how) to make a 2D scrolling star background with particles?

Basically I want to use the resource efficient particle system to render thousands of stars on the visible part of the scene (camera frustum) and stop rendering them when outside of view.
I’ve only used moving particles whereas I need (apparently) static particles that have an infinite life and don’t move.

The video works if the camera doesn’t move. If the camera moves around then try this:

Emit a fixed number (in code or via Particle System) of particles. Make sure particles are simulated in world space. Then write a script that checks the particles when one goes outside the screen rect you move it to a new random location on the edge of the screen or pick the opposite edge based on the camera’s movement vector.
