I would like to test the rewarded video ads on my phone, but I don’t know if it is permitted for the developer to see video ads on its own? (it is not permitted at other ad services as far as I know) I have tried it with test ads in development build, it is working well, but I would like to see if it performances the same way without test ads.

The callback functionality is the same regardless of whether it was triggered by a test ad or production ad.
You are allowed to test with production ads, however you are not allowed to click the “Download” button on the end screen. Keep in mind, production ads will count as impressions, even while testing. Which can drive down your eCPM (revenue / impressions * 1000).
