is this release will be LTS or not?
or there will be an upcoming version?
2019.3 is TECH release. There will be a 2019.4 LTS coming this spring.

Note Unity are reducing the number of TECH streams from 3 down to 2 per year starting for 2020. So 2019.4 will still be the LTS on the current cycle, but presumably LTS will be named .3 for future cycles. e.g. 2020.3 LTS

Ah and the TECH streams do. I see. So are TECH releases really just a fancy name for a regular non-LTS release?
And related to the OP question. Is 2019.4 the actual LTS release and does anyone know if it’s close enough at this point? i.e. if I download the latest patch of 2019.4 is it robust enough to be an LTS at this point?
TECH is non-LTS, meaning → We may break stuff here since we add and remove stuff at will
LTS → We won’t break stuff and we will only be fixing bugs
Both of those are theoretical, since stuff break in LTS all the time anyway.
2019.4 does not currently exist.

At some point (soon?) they will do some extra testing on the latest 2019.3 version and then brand it 2019.4.
It’s not LTS yet. And frankly even after a version becomes LTS the first few releases are usually still pretty buggy.
Ah okay I wasn’t even aware of that. So 2019.3 would be my option at this point. I am surprised that once an LTS version hits, that it has very many bugs at all. You’d think it would have been iterated over tirelessly and be the best version you could find.
