Is there any way to make a 2d rpg game without the help of other softwares?

I want to make a 2d rpg game, but I keep hearing that there are other software programs needed to do so, such as Tiles. Is there any way that I can just create one using the unity engine solely?

Yes there is, but it will take a LOT more work. I’m making a 2d rpg right now without much help.
