This is very subjective question.
It depends, what kind of games you want to do.
I am sure, if you buy modern PC for $1200, to make 2D games, or some “simplistic” 3D games, you wont get any particular issues.
If you starting dev journey, you wont be doing any supper dupper 3D realistic games. Not any time soon. And if you just doing as a hobby, so probably PC specs are less critical.

I’ve been doing 3D game development for a few months and am unhappy with performance on my current Dell XPS13 Laptop.

I also want to use this machine for a dev vlog and video editing. I want to use OBS and Davinci resolve and have experienced significant lag with the Dell XPS.
I can not say, if specification is optimal, but definatelly is sufficient and plenty for what you need atm.
Considering various of projects, videos, media, some docs files etc, 1T may be potentially hindering you quite soo.
But that is something you can extend later.
Wonder, if OS is included in, or is as extra cost.
OS is included but it doesn’t matter as I have an MSDN subscription.

Strange that you get that error… Maybe some sort of geo restriction/geoblocking?
I am also EU. But after quick search I found, this is not isolated problem.

Will you do any GPU baking? I would get a better GPU if thats the case. That CPU is ok but I would wait for Zen3 
Or atlest get the 3950x so you get the full cache and core experience
The specs sound fine for general use. If you were to upgrade anything I’d go for a larger SSD, since you’ll want your projects on that.
You’re talking about basically doubling the price. The OP’s question implies trying to meet a budget. Of course a 3950X, maybe an RTX 3080 would be sweet. Not getting that machine under $2k though.

I would wait to see about the 20 gb 3080 rumors or get a 3090 to be honest. The 10 gb on the current 3080 is meh

I’m not a fan of that computer for multiple reasons. One, you’re paying for the brand name and that almost always means weaker components. In this case the memory is only 2666. AMD benefits from fast memory and 3200 is the lowest you should consider with 3600 being very affordable.
Two, AMD is getting ready to launch a completely new generation of CPUs on October 8th which means the current gen will likely see a price drop and we’re expecting at least a 15% performance increase with the new CPUs. AMD will have fantastic prices for the previous generation once the next generation is out in two weeks.
Three, the 1660 Ti completely lacks raytracing support. While the RTX 20 series wasn’t exactly high performance we’re past the point where you want to buy a new card that has zero support for it even if you don’t intend to play games with it turned on as one of the best lightmappers for Unity can take advantage of it.
We’re so close to new hardware that unless you literally can’t live without a new system I wouldn’t buy that one. If anything I would wait until Black Friday or Cyber Monday since what is currently available in that computer will have become previous generation and you will be able to pick up a way better deal.

The hardware champion has arrived 
On AMD, I’m expecting Oct 8th to be a paper launch. It looks like they are using the XT refresh of Zen 2 to keep prices high through this instead of doing a significant drop. Intel hasn’t exactly been giving AMD price pressure, and can’t seem to keep enough inventory to force AMD to compete at lower prices. So I think if you’re looking for a big price drop you’re going to be disappointed. AMD could easily slide Zen 3 just above the XT pricing and barely drop anything in the current market. We will see though.
