Is User Reporting GDPR compliant?

More specifically, if I only use User Reporting, no Ads, no Analytics, no other Unity services, only User Reporting, is that GDPR compliant or do I have to ask users for consent because personally identifiable information is being sent?

The User Reporting documentation says:

Important: Reports might contain personal information. Make sure your users opt-in to automatic User Reports.

What does that mean, “might”? Assuming I’m not adding any extra information to the report, is personal information being sent or not? If it is, do I have to explain that to the user even if I’m using an explicit form with and explicit “Send Report” button, or does that in itself establish consent?

Also how to determine what’s private information or not? it’s the model of the user personal information? the system language? the savefile he might be using when the report was sent?
