In 2019.1.0a14 try to create new project to android then sign it then try to build it.

but when will new version be released?
Unity Technologies seem to release a new alpha every one to two weeks:

Release History 
The most recent alpha (at the time of writing) is alpha 14, which was released on Jan 15th, 2019. If they follow the 1-2 weeks release pattern, a new version would be right around the corner.
Should be fixed in today’s release of b1 .
And today i can’t list packages that aren’t installed in package manager.Monetization doesn’t work even it shows ad and even everything is in order.My project is now completely problematic. I think package manager server is down or can’t reach url.
it’s not fixed, you can’t sign for android on windows. it works only on mac
Yes, the fix didn’t make it in time for b1 but it will be in b2.
