Kite tail - how?

I am a long time trying to make a ‘kite tail’ but I can not succeed, I tried several times and I can not set up the joints to stay with similar physical. I wanted something like the Pipa fighting game, someone can give me a light?

Also Unity has a cool Cloth feature worth looking into: https://docs.unity3d.com/Manual/class-Cloth.html
