Legacy Lightmap shaders. Specular channel not working?

Looks to me like the specular channel in the Unity default shaders (Legacy>Lightmap…) isn’t working.

Could someone take a moment to double check before I file a bug?

Feels a little like it could be a PEBKAC issue so wanting to be sure…

Not working for me as well.
In the sense that a manipulation with Specular color or Shininess slider brings no effect.
