I’m updating to Unity 4 and it says I need a License Request File and to create one in Unity, but I’m not allowed to launch unity until I have the file. I don’t see the logic!

Instead of “manual activation” click on “online activation” and you will be taken to your primary web browser. Select Unity Free or enter your serial number.
You need to download the request file from the manual activation dialog and upload it to Unity - Activation. Then you download your license file and load it in the activation dialog.
