To me, it looks like Bloom.

Unity Pro has image effects that include Bloom, motion blur, volumetric lighting (god rays/sun shafts), etc. But only if you have the paid Pro version.

There are some “workarounds” to create a makeshift version of the effect, but without the Pro version, you can’t have true image effects.

Some of these workarounds you can find online. You can also create a texture of this ‘bloom effect’ with a transparent background and place it on a surface to make it look like it’s emitting light.
