I turned on light layers and was settings things up when I noticed that as I moved the camera around it was leaving trails and artifacts all over random geometry. Especially where I have a large area light that was limited to a specific light layer, it is causing many different things to leave the trails and artifacts. If I turn that particular light off, most of it goes away, but some other lights do still cause it in different areas.

Looks like it might be the snow shader I was using on the geometry, as I switched the material to Substance mats and the issue went away.

Was this snow shader authored using shader graph ?
It looks like it was made with Amplify. (from this asset : Winter Environment - Nature Pack | 3D Environments | Unity Asset Store).
I found another shader that does the same thing. It was one I made using Amplify as well.
I will jump on their forums / discord and let them know what is happening as well.
The video above was 2019.2.17 hdrp v6.9.1, but it also occurred in 2019.3.0f3 hdrp v7.1.6
