I see there is a lighting tab in the Lighting Overview tutorial:

…however it does not appear to exist on the Unity 5 beta. Did I miss something or was the tutorial done with a later build?

Window → Lightmapping. I think the blog post said that the videos were made with beta 10, and because of that there are some differences.
This is not the same window, even if they both share some options. The global layout of the beta isn’t the one presented in the video.
I, for example, found the skybox setting in “scene render settings” while there is no “lighting” tab.
Skybox/Ambient settings are in scene render settings, the rest is in lightmapping tab.
They just combined a bunch of different panels for beta 10. There isn’t any functionality missing.

Mostly what AcidArrow said. There was some functionality duplicated between the old Lightmapping window and Scene Render Settings. Those are now combined into the Lighting window. It allowed us to see the duplications and workflow issues more clearly and we’re iterating on this quite a bit now.
So the new layout we can see in the video will be the final one?
That would be good, it seems way more practical.

No, it will not be the final one. We already have quite a few improvements to it.
