Does anyone know how TOME got their game to look 2d when the game is operating in 3d?

Does anyone know how TOME got their game to look 2d when the game is operating in 3d?

Lots of ways to do this but most common is background is actual 3d (3d tiles for example) with a toon shader to make it look flat. Then characters are 2d sprites that live in 3d space but are billboarded to always face camera.
