Looping wind particles in Shader Graph/particle system

Is there a way to create looping wind particles such as in Okami or as this gift using shader graph or with particle system trails?

Usually these are done as hand made meshes with panning textures. You can animate the texture panning using a particle’s vertex color or custom vertex stream. Some people in the VFX industry call these Soulercoasters, due to them often being used for spell related VFX moving in rollercoaster like paths.

Most of that post is Unreal related, with some Unity Amplify Shader stuff later. The basic ideas are relatively easy to apply with Shader Graph though.
