I get this same problem after working for a while in a relatively small project, for a while I mean: around 2 days without closing the project and without turning off my machine.
At first, what fixed for me was deleting the Library but after around 2 days this comes back, around 40 seconds to compile and the same to enter play mode, with most of the Hold On Busy stuck at: “Importing Assets” (when there is no change to the project files), “GameView.Repaint” and “ProjectBrowser.Repaint”.
Instead of deleting the Library I decided to try restarting the project and that already fixed the problem for me, so yeah, something is wrong with the editor, 2 days doing the usual, changing scripts, debugging, play testing, moving files around, importing files, and I’m back with this “Hold On…” popups lingering for almost a minute.
Looked at the profile and couldn’t find any difference between the 2 scenarios btw.

this is another one that if unity dog-fooded their engine they would have caught, I can’t see a QA working on the same ticket, messing around a project pretending to be working on a dummy project for 2 days to get this reproduced so the Devs could jump in and fix it…
