I am using images for creating looping background. In unity 2D builtIn I changed the Game resolution to 4k, image max size to 16384 and compression to high quality. It’s showing the HD image in both scene and game windows. When I do the same in Unity2D URP the images have lost quality. As you can see the edges of background buildings are not that sharp as well

NO
next guess would be the quality preset in settings, lower ones use lower res textures
it also looks like you were using bilinear filtering in the before photos, but your new ones use point.
if not that, i have no clue friend
