maximum connections for windows using UNet multiplayer

Using UNet 2017, I’m unable to connect more than 8 clients concurrently. I set the NetworkManager maxConnections to 25. I tried this on a windows 7 and windows server 2012 with same results. Is this a licensing issue with Windows? Yes I DuckDuckGoed for windows licensing but no help.

I changed the maxConnections in the editor on the NetworkManager. It was set to 4 but I was limited to 8. I could not get it to change in code. Has nothing to do with windows CAL/DAL licensing.
