[META] Why the votes are almost never used?

I’m new to Unity Answers, and I’m surprise that the votes for question are almost always 0. I’ve seen really bad questions not related to Unity at all with no downvotes.
Are we not supposed to vote to filter the stuff? Or I misunderstand something?

It might be beques you need to be at least reputation 15 to vote on a question
