Mobile Bumped Specular shader Shininess broken?

I’m trying to get a nice sharp specular eye highlight on Android.

The Unity Specular shader looks identical on PC and android but runs too slowly (as expected).

The Unity Mobile Bumped Specular runs fast on Android device, BUT the shininess slider on the editor shader panel is broken for Android. The slider seems to make the specular color just appear more or less visible (fades the specular in or out to matt) rather than the specular highlight area becoming sharper or softer.

Can anyone else replicate / suggest a workaround without custom shaders?

Update : This issue does not appear on iOS, only Android.

Unity 4.6.1f1 … Also my Android test device was a Samsung Galaxy Tab 3 (7.0 Inch), running Android 4.4.2
