Motion Blur is always affecting camera even when its not moving

I’m using postprocessing effects to add motion blur. However the camera is experiencing blur even when completely still. Does anyone have any idea what might be causing this?


So I’ve figured an interesting thing. If you set it to be a global volume then this bug occurs, if I make it a box volume then it works correctly but only if the box isn’t too big, As soon as I scale that box up too much then the bug occurs.
