Moving particles with an animated mesh

I’ve been struggling with an effect I want to achieve in Unity.

This is the case: I’ve got a plane with particles falling on it (Local Space, 3D), colliding with it and staying stationary for a given amount of time. I want to push the particles that are on the plane away with an animated mesh (moving to front and back, kinda like a shovel) but the particles don’t interact with it.

I’ve been searching on Google and I’ve seen a lot of topics regarding this and it seems to be a limitation of the Unity particle system but is there really no solution to this? I know that you can interact with particles in 2D, so why not in 3D?

Have you got collisions turned on for your particles? Otherwise maybe check the Asset Store for help I use a system from the store that allows my cars to move leaves in my game just as the author shows in his example video, so you could so something similar on a smaller scale, replace the car with your shovel.
