Multiplatform Hand Tracking support

I would love to have a way to not use the oculus integration plugin (which is a huge mess) and instead use a Unity made package that works with Quest (and the presence platform), Pico, etc hand tracking so that I don’t have to rely on platform specific code

Would also love mock HMD support for hand tracking.
