Multiplayer Live Mode - 4.5kb/s minimum limit

Our team is currently looking at potentially enabling Live Mode for our project to increase our CCU limit.

While filling in the form on the service website we came across the following issue:
The Bandwidth per User needs to be 4500 bytes per second or higher for us to be able to continue, else it will not allow us to continue. It presents us with the following message:

“Bandwidth per second shouldn’t be below 4.5kb/s”

Our game is a slow action type game so it is light on the network per user. (on average below 500 bytes send per second per user) It is also a little bit weird as the bandwidth per user during development is suppose to be below 4kb/s.

So the questions are:
Is the form inaccurate or do we actually need to send that much data per user for us to enable it?
If it is, can we just pad the messages/message size to fulfill this limit without running in to problems later on?
Or are we missing something completely different?
Is there any kind of estimate of how long it takes for the form to be processed? (Can’t find anything about this)

You can send whatever amount of data you want - that value is just for the cost/rate calculator. The less data you send, the cheaper the Unity Relay Host costs are, assuming you are using the Relay.
