Would a national monument with no fees be allowed to use the free version of Unity? Would all the national parks combined be considered one entity or is each park considered its own entity?

I’m not a lawyer or legal representative of Unity, so take my input only at face value.
From the software licensing agreement, I believe this is the relevant part for you, with emphasis added by me:
Since I can’t imagine there’s a single national monument with an annual budget below $200,000, it sounds like you’d be required to use Unity Pro. Remember as well that this is one seat for each person with Unity installed on their machine. $1500/yr for a government entity isn’t really all that much, though.
As far as National Parks go, since the National Parks Service’s annual budget is around $3 billion, you’d definitely need to be using Unity Pro for that.
