Need help with claiming city blocks

I’m making a 3d game like Street Crimes: Gang Wars from a Gta Arcade game.

Problem is I have no idea where to start or how to go about coding a character that leaves a colored line to then claim a block like the picture below from the game:


Can sb help me with this?
