Negative padding/margins don't appear to work?

As per title: seems these just … don’t work?

(setting the StyleLength to a negative number in pixels has zero effect)

It does not work. I tried creating border around the text area.
The upper and the lower negative padding works fine.
The Left padding also works. The right negative Padding does not work
