This might be more of a 2019.3 thing, not sure, but the new iconography in the Package Manager makes updates very difficult to notice or even see when you are specifically looking for it.
The thin line work of the down arrow just doesn’t pop. This screen shot doesn’t do it justice since it’s far smaller on modern HDPI monitors. I realize the artistic intent to keep this thin-line approach, so I’d recommend trying things like doing that icon in inverse so that it pops.
