About a month or so ago there was some talk about 1.1+ getting smaller build sizes to allow iPhone Basic to slip under the 10MB barrier. Has anyone done the “empty project” build test?

Zipped definitely, although I have no idea how you could get it under 10MB without zipping it.
Ok, so more specifically my smallest app: http://codinghero.com/bubbletime/ consists of one 24k png image and 3 sounds at about 5k each. The code is all C#, less than 2k. On the AppStore the download size is 14.3MB. Is upgrading to iPhone Pro going to shave that extra 5MB off the top to get me under the magical 10MB barrier or should I just port it over to Cocos2D?

From the sounds of your app, I would definately say you’d be well under the 10mb limit if you built it with the Advanced version. I’ve got several apps with more graphics than you and all of them are under 10mb. All were built with advance though.
I have yet to see conclusive evidence (and I’ve got months of appstore time and 200,000+ in downloads for reference) that the 10mb limit is worthy even of consideration.
With my update and Unity 1.5 my build is 5.2 megs zipped. I hope it goes in the store under 10megs! It currently is in the store at 13.4 megs. I’ll let you guys know what happens, I am using iPhone Basic right now. (I love showing the Unity Logo! - (NOT sarcasm)).
