When updating through the hub, half the version is downloaded, but then everything just disappears. It doesn’t give an error, it’s just * puff * and there was no installation like that.
It is also noteworthy that the version installer itself is downloaded and lies on drive C (although the installation path indicates a completely different one). When I try to start manually, it generates an “NSIS error” and writes that the installer is damaged.
What could be the problem?
p.s. At Download Archive there is no version that I need yet. So I can’t download the installer directly either

Betas aren’t going to be in the download archive. Only final released versions of Unity. You can find the beta download link for 2019.3.0f1 in the Release Candidate 1 announcement post.
