Nintendo 3DS for small developers?

Hi! Anyone know when 3DS support is coming? There seems to be this announcement:

How much will it cost to get into the 3ds dev scene? (including the Unity3d license, Nintendo Licence)? How harsh will nintendo be in terms of approval (I hope it won’t accept junk-apps, but will it be totally controlly like "we feel we already have such an app/ we don’t like the color of the trees in this app)?
