As it says above. Any reason there is no localization Package listed in the Package manager in 2019.3.10?

When we first came out in 2018 we were in more of an experimental state however there was only the preview option available(experimental was removed).
What preview means is debatable but we didn’t feel that the package was robust enough to be classified as a preview, it was more pre-preview So we opted to stay off the package manager list and keep the feedback more manageable. We now have a much clearer idea of where we are going and can safely say we are in a preview state now, but things have changed since and internally our package guidelines are much firmer.
We must fulfil a set of criteria to be visible in the package manager, its not something we can just switch on. We are working on this at the moment and hope to be visible in the package manager later in the year.
So, for now, we function like any other package but we are just not visible. Once you add the package you can then upgrade and manage it through the package manager like any other.
In the coming months, there will be more information about how Unity is improving the preview package experience.
