There are occasional threads I see that say “(You have insufficient privileges to reply here.)” with no other detail. Is there a chart of levels, and how I get to them, and why certain threads I cannot post to, while others I can?

Which threads are these?
They are probably closed down threads and only moderators and Unity employees can post there. But if you can give us an example, we can tell if this is the case.

Please keep in mind, I’m not just wanting an explanation, but I’m hoping that the Unity Forum changes its messages to not just say you can’t access this, but to tell us why. At present, it almost sounds like I’m being punished for some violation and lost my rights to post. (which obviously I did not)
