Non-directional lightmaps not working in webGL build

I am having trouble with my non-directional lightmaps showing up in the WebGL build - I’m reading they should work fine, so I feel like I’m missing a setting somewhere. The scene looks overly blown out and like none of the maps are being applied. Below is the editor vs build images as well as my lighting settings. Any help is appreciated!

Can you file a bug report with a repro case, and post the case number here? Then we can investigate.
