is it allowed to build non-game-Apps with Unity without special license or does this App have to has a ‘Gamefunction’ inside?
you can use Unity to develop whatever app you want. Doesnt have to be a game for iPhone, you can make anything. For example, some design companies use Unity to make apps that allow their clients to have realtime arch viz walkthroughs of concept buildings and interiors; something that traditionally is pre-rendered with VRay, mental ray, etc.
Some companies use it to make realtime applications for showing off a client’s real life product in 3D; I have actually worked for a client that specializes doing this with Unity. Other companies work as defense contractors for the US gov’t creating training aids and software that explains, tests, and teaches users in the military how to operate a specific piece of machinery or weapons systems. The possibilities are endless, and there are tons of companies cashing in on these kinds of projects and contracts with using Unity in the pipeline.

what you build with unity doesn’t matter. You can make a game, a calculator, spreadsheet, word processor, picture viewer, whatever. Nobody will stop you, and there’s no rules about that to worry about.
What matters is what platform you want to develop for. That platform may have certain guidelines and rules on what they will allow. Oh, and to make unity builds to some platforms will require you to obtain the paid licenses from unity. (like ios and android).
