Noob question about Asset Seats

Hello,

We are trying to determine the functionality of asset seats.
We have two on our dev team, one being a coder and the other an artist.
Most of the assets used by the coder are on one account.

If an artist buys an art asset on a different account, and makes game assets using that plugin,
can the other unity account still compile the game, without actually using the art plugin, just compile with the created game assets?

Conversely, can the artist’s machine/account open up the unity project which has coding plugins and do development on it, and have plug in functionality even though they are not doing any work that utilizes the actual plugin interfaces?

Any help would be appreciated.

Assets can be used on any amount of seats, except if it says “this asset requires one license per seat”.
