Is it marked as a normal map when imported?
It doesn’t look like the correct color though. The normal map color is 128,128,255, representing a vector pointing straight out of the object at 0,0,1. This normal map doesn’t look right. You may have the wrong normal space. When you bake them, is there an option of local space, world space, tangent space as well and opengl or directx formats? If so, you’ll have to play with these settings. I’m not which which settings are the correct ones though.

You don’t need the image sampling dialog here, you don’t actually need this image to be hooked up to any materials in Blender or to be sampled by blender at all. You just need it to be active in the image viewer window. What does it look like in Blender?
I just did a test bake and this is what I’m getting, that is what it’s supposed to look like. That deeper blue is wrong, I don’t know what’s wrong with it though.
