Not a static image in the camera

I have an empty scene and a character, the camera is statically looking at him without moving, I checked the coordinates and everything is static, but the image (especially at the bottom left) is moving, I am attaching a video (though the quality is low and hard to notice), but the point is that part of the picture is simply shifting.

Some settings of the camera itself help to soften these artifacts, such as (base blend factor), also when reduced (sharpen strength) is less noticeable, in general these settings reduce visibility but are still visible, and if you remove these settings, then part of the picture twitches.

This effect (constant twitching of the picture) is present if (TAA) is enabled, in other cases the same situation occurs when the character, for example, walked and stopped, that is, the picture moved smoothly and then stopped and twitched for a couple more seconds …
