Not permitted to create Interactive Cloth

When I select GameObject/Create Other/Cloth I get the following message.
The component Interactive cloth can’t be added to Game Object because it is not supported by selected platform.

What does this mean?
How can I get Unity to allow me to use cloth?

Indeed, the problem is it won’t work with a Flash build setting.
