I have tried different browsers, but still, nothing seems to be happening when I click “Submit Message”.
My last successful send was two weeks ago, before the changeover to the new forum format.

Never mind. It seems the new default is to NOT keep sent messages, and you have to turn this on in the control panel manually.
Just a suggestion, but the admins might want to consider making “keep sent messages” the default for future accounts, as this caused me some frustration, and probably annoyed other forum members who received multiple copies of PMs from me because I thought my messages weren’t being sent.
