The Package Manager should be a separate program where you can have everything downloaded on your local machine and Unity can copy the packages it needs. This would save a ton of download and development time. Would probably save on Unity bandwidth costs too.
What do you mean? When you download a package, it is stored on your local machine once and for all as long as you don’t delete it. When you click on “Import”, you import the content of the package that is stored on your machine.
