You can already achieve similar result by using “mesh renderer” emitter shape in the default particle system. You can experiment between different Emission drop-down options. If you want the particles to be emitted from the mesh vertices in a controlled order, you do need to write a script to loop through the mesh vertices and particles.
Looks like a cool effect!
For the simulation of the orange particles, look at the Noise and Trail modules.
Then, perhaps add a Wind Zone, and use the External Forces module. Alternatively, use the Velocity over Lifetime module.
For the simulation of the turquoise particles, make a similar system to the one described above, but don’t use the Trail module, and instead set the Render Mode to Stretch, in the Renderer module.
For the emission from the hand, you may want to set the Shape module to use a Mesh/Skinned Mesh, but alternatively, you may just be able to parent your particle system to the correct place on the source model, and use a Cone emission shape.
For the rendering, you’ll probably want some kind of Bloom PostFX, to make the orange trails really glow.
Good luck!
