Particle orientation from vertex normals?

The wished effect is to get the particles well oriented on each vertex.

I am using a Mesh particle emitter + Animator + Render.

I tried the horizontal billboard mode but this cross the model.

Does someone know if there is a way to the get the particle emitting from each vertex looking in the same way as the vertex normals?
