I would like my particle start/initial velocities or distances on the Y axis to be fairly similar, not 100% of course, but closer than what I’m getting currently. Currently I have my “Velocity over Lifetime” set to 5 on the Linear Y axis, but some particles barely get any lift. Am I missing something? Let me know if more info is needed. (I assume “Auto Random Seed” isn’t playing a role here.)

It’s hard to say with so little info, but, if you are emitting from a sphere, change to circle, or probably a cone would be even better.
Then adjust the cone arc so that the start direction of the particles is pointing mostly up.
You can also use any 3D emission shape but set the Transform Z Scale in the Shape Module to 0, to flatten it into 2D space. That may help too.
Thanks much for replying and sorry I didn’t give enough info. (I guess I assumed the gif was enough.) I was using a circle but I think I solved the issue well enough by changing it to a cone and adjusting said cone. Thank you for the advice in the final paragraph, though just fyi it was the x scale I had to set to 0 to get it flattened.
