It looks like there is a build problem when it compiles shaders that just locks up the CPU (90-95%).
Is anyone else having this problem?

This has been the case for me always. When building the project for the first time, Unity locks up for several minutes to hours building shaders.
If this is by any chance the HD pipeline then this is normal, as they haven’t shipped a public preview which will better support stripping unused shaders yet.
I tend to run a task manager that lets me see things like disk activity, giving me more confidence about whether something is really stuck or not.
Definitly the shaders it’s not a simple scene but it’s compiling 800 shaders and there are probably hardly 20 shaders needed for the scene!
Locking as it’s resolved (pm me if it is not the case). There is no stripping, yet and staff have already clearly explained this case.
