After looking at the new tier rules, it occurred to me that since the pricing has always been “per seat”, I need to look into what that means. I assume it means the number of people actually using Unity rather than the total number of project members (e.g. it wouldn’t include people working on art without Unity installed, or using a custom in-game editor rather than using the Unity software itself)? Or does it mean the total number of project members?
You don’t need to purchase additional Unity licenses for individuals who are contributing to the project but will not be using the Unity Editor software. Your QA testers, artists, voice actors, janitor, the taco truck outside, even if you couldn’t complete the project without them, if they aren’t going to use the Unity Editor then you don’t need to buy them a license.

I think this is one of those posts that requires the usual: ask customer support.
