Hello. Me and two other from my class is doing a school project, about smartphones. I was thinking about making an app that locks your phone for a set amount of time. Is there any way to do that?

That may depend on the phone you are targeting, but not an iPhone. On iOS an app can’t prevent other apps to run.
Anyway, this sounds like a rather silly idea to me. Apps are usually about enabling people to do things, not standing in their way.
This being possible would enable abusive blackmailing apps, where an app locks your smartphone from you (possibly permanently) unless you pay something. I highly doubt this does exist, and it definitely should not. If i remember correctly apps (at least on android) work sort of in a sandbox, so they cannot interact with other apps or the system itself by default. That’s also why some apps that deal with directory access or system management need the phone to be rooted.
What are the restraints or goals of your school project? There may be something easy and fun you can do. Maybe create a game or some tool? Depending on the scope of the project you could build a small school scheduler or something along those lines.
