Physics Manager Keeps reverting to default

Hi, I’m using unity 2017.3.0b1 linux version(ubuntu) , now whenever I change a setting on physics manager like changing the gravity for example, it reverts back to default -9.81, same thing happen to other settings, However, it’s not happening in Physics2D and on Layer Collision Matrix checkboxes.
I also tried it on a new project, still it reverts to default? Is this a bug or new unity behaviour?
