Pixilated light wave effect

Hello

I was watching unite session called Designing Motion Control for Games and VR , there is cool pixelated light wave effect in a demo he was showing (at 10:50). there is image in attached shows that effect.

I wanna ask is that effect done using Shader or some thing else ?
If its Shader is there any exist Shader or some walk around to do that effect?
or please can any one till me what steps should i do to make that effect?

Apparently, it is possible to override the default point light attenuation in Unity. There are no official solutions, but if you google it you will find that a few users got it to work.
